Unlucky

In Britain this poor dog would be picked up by either the RSPCA or SSPCA (Scotland) both Charities. & he would be taken to a vet, all the matting would be removed & the dog bathed, cleaned & fed then he would go to a rehoming centre where hopefully someone would want him. We would never knowingly let a dog roam the streets like this. It horrifies me that there is no one to help this poor animal.
